Council Member District D

Dr. Carolyn Evans-Shabazz is a native Houstonian from "Third Ward, Texas" and a proud graduate of Jack Yates High School. She is a graduate of Spelman College in Atlanta, Georgia with a Bachelor’s degree in Political Science.  She has a master’s degree in Psychology and a Doctorate of Education from Texas Southern University.  Although she wears many hats, she had a long career working as a teacher and a Lead Evaluation Specialist before retiring from the Houston Independent School District in 2009.  As an Executive Committee member of the NAACP-Houston Branch, and in particular as chairwoman of the Education Committee, she stays very active in the community addressing issues to bring about equality for all people. She has been a realtor in Houston for over thirty years.  Dr. Evans-Shabazz is a member of the Alpha Kappa Alpha Sorority, Inc. and is a member of the Wheeler Avenue Baptist Church.

Dr. Evans-Shabazz was recently the Houston Community College Trustee serving District IV and served as the first African American female Chairwoman of the Board for two consecutive years. Her mantra is "If I can help somebody as I pass along this way then my living will not be in vain" and thus feels that public service is her calling.

Her goals for District D are to provide information, as well as to seek resources for her constituents, to provide quality of life.  She feels that education is the key to changing the circumstances of entire families. It is tantamount to reducing crime, preventing dumping and encourages civic participation. She seeks to provide avenues for this outreach and intends to engage with community organizations and institutions to encourage workforce and educational pursuits in order to provide skills and training. She seeks to have all of her constituents, who desire, to be gainfully employed. Statistically, those that are gainfully employed seldom engage in criminal activity and furthermore engage in the educational process of their children which is instrumental in producing good citizens for our future.

Dr. Evans-Shabazz’s family hails from Prairie View, Texas as her grandfather was the first president of the university.  Her parents were the late Edward B. "Doc" Evans, the coach for many years of the mighty Jack Yates lion’s basketball team and the late Catherine Williams Evans, a teacher in the Houston Independent School District.  She is the second child and has four siblings, Bert, Cathy, Charlotte, and Marc.  She is married to Malik Shabazz, a local landscape design business owner.
